The current changes to the French healthcare system are a knock-on effect of EU directive 2004/38, which has been brought into the French administrative system by law 2006-911 (24/07/06) and decree 2007-371 (21/03/07).

Previously all EU expatriates relocating to live in France were eligible to join the French healthcare system. However since the 23 November 2007 this has changed and if you are not officially retired, not planning to work, or don’t have the appropriate documentation to show your healthcare costs are being covered by your previous country of residence.
